Emergency 3 game not working

I own the game, i've installed it. it meets requirements but it will not open up. Any one got any ideas on how to get it working? and the patch 1.3 isn't installing either

heres the logfile, and the dxdiag, If someone has an idea how to fix, would you mind remotely fixing it please. I've already played this once. its just not working now.

We can't remotely fix it, we are not your 24/7 remote computer help desk.

Two things are wrong:

1: your graphic card drivers are way out of date. So you'll have to update them (see the technical help FAQ for sites with the latest drivers).

2: your screen mode can't be set. You need to enter our download database (top right hand corner) and download the EM 3 configuration file.

Save it onto your desktop. After that cut and paste the configuration file on your desktop into the main EM3 folder (probably C:\program files\wizard works\Emergency 3). The PC will ask you to overwrite the files, click yes.
