Ive opened a few of the files, but theres so skin.There should be skin files present for people in the Emergency 4\Data\Models\Persons folder. Or at least for the emergency personnel. If you are trying to edit the skins of the LA personel you will have to unlock the files first. If not, you could also try to UV-map the people in Z-modeler. But it is very difficult to do because the people model get's changed when you open Z-modeler, so e.g. the feet are on the place of the head or something like that.
