That is a xc 70 (higher ground clearance, offroad-ish bodykit and such), which narrows down the search significantly.Xc70 is only used by 2 UK forces (or that's what i found).One possibility is Essex Airport ARV, but since that one has loads of stickers and extra markings on the side, it isn't met police's.The second possibility, and my final answer is:Lothian & Borders Police, Road Policing in Scotland, UK.It popped up in a search for "volvo xc70 police".
