You are right with that bit, it is a dog unit.K9, well, in Denmark we have Ford Mondeo's like that too with dogs, just marked. As I have looked further into Britains police force I found a few things that seems similiar to a dog unit. It carries no markings except for a grey stripe up each side. It is fitted with full blue lights on the roof and a ventilation unit for the canine occupants in the rear.
