When playing the mission Crash At The Race Track on the LA mod how do you talk to the racemaster or whatever he is called to stop the race?

And What is this plane that gets hijacked do you need Emergency 4 Deluxe because I have 911: First Responders and I dont remember seeing it?

EDIT: Do you need the mission patch for that?

Ok thanks anyway but I found it out and was able to play that mission but also do you need the mission patch to play that plane hijacking mission people are talking about?
