Talk to the race track supervisor and he will wave the flags and let the car stop. Hes somewhere on the right, next to the track's pit stop. or more in front of it. You can tow off those obejcts with a crane or a tow truck. if needed you can enter the circuit by putting away the abrricades on the downside of the circuit.
