I recently saw a video in which a guy modified the event frequency of the LA mod so the only event was unauthorized demonstration, and set the limit of demonstrants to 1000. I set my settings to be the exact same as his (aside from event frequency per ten mins to 0.1 and max demonstrants to higher than 1000). He said you would have to wait 10-15 minutes for a callout.
