I was having issues with vehicles showing up with no texture (essentially white frames with flashing lights) in both the base game (911FR) and in the LA Mod 2.1. I downloaded the AMD Adrenaline 22.5.1 drivers, relaunched the game, and that seems to have fixed the issue.
