one event at a time

I've seen posts about decreasing event frequencies, but is there a way to limit to one event or incident at a time? I find it hectic when I have like a bomb incident which turns into a fire, another fire incident, the terrorist fleeing, and traffic light malfunctioning all at the same time. I tried to search but I don't know what to search for.

I believe it's not possible to change the files, so only one accident will occur at the time. You can change the values though. To make the game easier.
