When I load in harbor city 5 on my computer the screen just goes black, I installed both part one and part two. It works up until the point where it finishes loading, and then it stays black for an eternity.

Without your dxdiag.txt, all we can assume is that either A. the modification isn't fully loaded yet (some computers, it can take a couple minutes) or B. your computer isn't sufficient enough to load/play the modification, as it's on the heavier side. If you'd attach the dxdiag, it would help us determine what it could be, since we only know very little about your system. Here are some instructions on how to send it.

 

1. From anywhere in Windows, press and hold the Windows key (on the bottom-right of your keyboard, between Ctrl and Alt) and simultaneously press R
2. The Run dialog will appear
3. Type "dxdiag" and press Enter
4. The DirectX Diagnostic Tool will appear, showing all of your system information
5. Click on "Save All Information..." at the bottom of the window
6. Optionally rename the file and then save it to a location of your choice
7. Upload/Attach the file as a reply

Someone tell me the proper way to install Harbor City 5?  Before I move forward with a thread about this mod crashing in free play. Maybe I am missing a step.

Download both parts then extract part 1 and then part 2.

Crashing in FP can be explained by many different reasons. It could be that your PC's hardware can't keep up, or your PC's hardware is too good for Emergency 4.
