London Mod Help

So, I know this game is quite old and i don't know if people still play it or go on here, but i'm going to try anyway.

Everything works fine until I get to the mod installer part, it comes up with this:

Instead of:

So I was wondering if anyone knows why this is happening and how to fix it. Also I use winrar. Windows 10 PC.
