As title says my question is how to cure firefighters and people who are affected with smoke or are infected with nuclear waste?

You can do that using any of your emergency doctors. Their heal function works on injured playable units.

For those poisoned by toxic waste, call in a Dekon-V and have a hazmat firefighter escort them inside.

Use the Decon-V F.D Vehicle, then get the FF's out of the 'toxic area' and treat them. Same thing with Civ's.
