I think that's supposed to simulate them doing a foot patrol, If that's it then probably the only way to stop it on startup is to go into the editor and disable it yourself. You can do this by selecting the unit, clicking on properties, clicking on edit traits, then making the standard path as "none" however, if the units are being controlled by a script you must locate the script and delete it.
