Then again, maybe they were on a training run this day, My local university has occasional training classes that bring in fire department resources from neighboring communities. Victoria only MA's with Saanich, Esquimalt, CFB Esquimalt, View Royal Fire, Oak Bay, and Central Saanich. No E-Stalking here.
