Cannot Find TGA Files for LA Mod/SubMods

I am trying to find the freeplay.tga so that I can edit the freeplay maps for the Baltimore SubMod.

Do I have to convert the freeplay.dds or the freeplay.eft? any help will be greatly be appreciated.
