Data -> Lang -> en -> Audio -> FX -> voices For me, the location is C:\Program Files (x86)\Sixteen Tons Entertainment\Emergency 4\Data\Lang\en\Audio\FX\voices but this will vary depending on which version of the game you have, and where it is installed. Once you have found the folder above, the files are in the "man" and "woman" folders. All the files are "command_#.wav" (# is a number in this case). Is that what you were looking for?
