Fire Department has like two pumpers/engines, a ladder, rescue (light or heavy), and an ambulance. Then make one on map troop barracks and have them be the only law enforcement in the area. Maybe you could have one major highway run through town, a little bit of backwoods, like how the Montana mod took the basics of the LA mod free mode and made it something completely different.
