I found it works best by signing up for an account. Importing the file into to your account the downloading it.

Works flawless every time I do that.

Other ways always fail.

Gunswat that download link you posted is asking for a "decryption key" what is it?

It cause the hyper link got cut off. If you copy and paste entire link. Or use the link from this post where the link is full included.

Oh yea forgot to fix that no idea sorry what browser u using ?

It caused by the fact that your hyperlink in your post got cut off and is only linking to https://mega.co.nz/#!RlhXBKzD

Vs the full url which is in text next the hyper link.

EM4 Map scene idea for a motor vehicle accident into a building. This scene is a FBI had surveillance on a wanted suspect for murder. Suspect mad the FBI tail and evaded.  In the escape in a NY cab ,cut off a NYPD unit crashed into a building stricken two innocent bystanders. Suspect fled the cab and was apprehended a block away by multiple responding units. Scene one fire EMS response with a large crowd gathering.    music by Bomb Squad Larry ( peculiar bliss)

Completely Delete your old Manhattan Modification V3.0.2 or 3.0.4 Folders and place this new one into your Mods folder. THIS IS A STANDALONE MOD

Changelog: 

 

-Rescue FFs not being able to open gates

-New sirens added back onto the different ambulances

-Speed commands to units that were missing them

-Light fixes, corona edits

-Added a dynamic light to the Tower Ladder Bucket

-Limited water on Ladders, they will now have unlimited water

 

-Removed the gates command on the control panel to avoid confusion

 

-Fixed Battalion 9 Headlights stuck on even when engine is off

 

This is likely the last Manhattan Modification Release until Emergency 5 unless any major bugs come to our attention.

 
Place it over the current mods prototypes folder and overwrite and replace. 
 
In the hotfix only move the Prototypes folder, ignore or delete the other 4 files in there.
 
(Fixes Tower Ladder being unenterable after being used.)

      

Changelog Features:

 

-Both Tower Ladders 21, and 35 are fully functional (Do not reverse, lights added to Installed Tower Ladders)

-New Units added and updated (Engine 1, Ladder 24, Engine 40 and Division 3 GMC Sierra)
-New gate opening system (No longer works with control panel, use a firefighter and right click the gray block on the wall to open the gate)
-Camera hack added into startup script (If you do not have the camera hack, no worries, it is now in the mod by default so no need to put it in)
-Traffic Bug fixes
-New Sirens
-New gate opening sounds
-Battalion 9 added back onto the dispatch menu
-New NYPD Ford Taurus Skinned by Finn
-New EMS & PD  Lights by Finn
-Chase Command added back in                                  
-Other bug fixes
