Installed mods won't show up

Hi all. My mods that I've recently downloaded are not showing up in the game under modifications. I have done everything right and only some mods such as the Manhattan Mod, LA mod, and NY mod is working but I've downloaded the Winterberg mod, Copenhagen mod and other mods and they don't show up i the game. If you can, please help me.

Edit: I can't even get the LA mod, NY mod, Manhattan mod, or ANY mod to work.

Have you both checked the Mods folder, to see if they at least installed correctly and completely?

I've checked the mods folder, and it says it installed, but when I go in-game it's not under modifications.

That's weird then. I've never had that problem. Anyone else know a fix?

might be safer to extract the files into a separate folder first and then move the entire folder into the MODS folder. I know EM4 and 911 First Responders have different install directory trees, so depending on the writing of the mod, it could be dumping into a improper directory.

I've tried this and have had no success. I have no idea what i'm doing wrong, because the game says they're installed in the files, but it's not there.
