Cant find publisher on windows 7 to let the game play

When i click the shoetcut after downloaded a User Account control tab comes up asking if i want to continue when ther is an unknown publisher . I click yes and another tab comes up saying it doesnt have a valid installation of the mod and it is unable to find a location to install the mod . :WTF:
