A friend mentioned it could be a K-9 car, But it lacks the traditional K-9 markings. This ambulance will be responding to calls in Township and surrounding areas but it also repsonds to call on I76 and I79. Search And Rescue (SAR) units have horse mounted units, and also I know in my home town, we had many snowmobile trails so we had either a snowmobile or ATV to go back in the woods on those for rescue, could be for something similar. Maybe they have an agreement with local SAR to help and they will pull the trailer at those times. I'd be interested in the answer also.
