GTA IV changing handling

Well, in GTA IV when a car mod is installed, especially SUVs and sport cars, usually dump. And for avoiding it in the vehicle mod's readme file appears some numbers that have to be replaced in the handling file of the game. So the problem starts when I'm going to change it, I open with the notepad the handling file, I replace it but when I'm going to save, the f***ing computer doesn't let me saving. And the same happens with carcols and vehicles.ide, so I want to know how to install it.

The data with I have to replace is like this one:
