Need help on mission 20

I get stuck in the last mission.

In the first part, the quake, I get all the fires under control and save all victims...but one! I can't find him. Since there is no red cross on the screen he must be hidden somewhere, but where? I lift up rocks and stones all over town, but can't find him.

And as soon as the fires are out and most of the victims have been moved, the tsunami sets in. Then it seems to hard to save people *and* control the rioters.

Any hints?

Maybe call in a few Dog rescue units in the area where there was no casualties.

be shure to check all the cars under the destroyed bridge also..

and the rioters will march down the main street, with enough police officers you can stop them by arresting them all

and helicopters to save the victims after the tzunami.. also boats.. with divers

I hate the rioters, in campaign and in freeplay, I always finish transporting snipers and killing neutralizing most of them.
