How Can I Do this?

Hello,

I have been playing LA MOD for about a year now and i love it still, but i am getting sick of fires, i wouldn't mind if i can take them out of the mod and just have police/ambulance.

What i saw in the mod folder was that in the SPECS folder there is a file called freeplayparameters.xml

In there i saw there was events and this:

<!-- AverageFrequency: average number of events per 10 minutes -->

<AverageFrequency value = "1" />

If i put the value to 0, i still get every single emergency of which some i dont want. I have done this to every single emergency that you could have, so? Is there a way i can change this or am i not allowed to.

I just want to have a change of gameplay,
