No idea what you mean by "integration tools" but if this is a digital download copy, then I suggest redownloading. Sounds like it could be corrupt.

SOLVED

Install game on a virtual machine using vmware of virtual pc

copy the game files to windows 7 machine in C:/Program Files/sixteen tons entertainment/Emergency 4

export the two registry structures

local user/sixteen tons entertainment

local machine/sixteen tons entertainment

import to windows 7 machine

game runs fine
