Modinstaller will not work plz help

Hello, I bought the downloadable version of E3 from StrategyFirsts online shop, have installed it fine, game plays fine, but when I try to run the ModInstaller it says "Emergency 3 is not properly installed. Please reinstall."

I've already tried reinstalling but it didnt appear to help, any tips?
