MikeyPI Posted February 20, 2010 Report Share Posted February 20, 2010 Because people wish to create reskins matching areas they enjoy even though they may not have the ability to do the models themselves, so they use the LA mod as a base, unless something big has changed and Hoop started letting them be released they were used to show off the reskin attempts people did... In the past they were never intended to be released so unless that is changed I believe I am correct in how I describe it. I think that should completely answer your question.
