there is no machine gun in em4/em4d and 911fr so u cant make machine gun in the games.

The MP5 and M4a1 are the closest you can get for this game (so far). But you cannot give them to civilians because these weapons need to controlled by the player. The scripts are not designed for civilians.

That would be possible but of no use other that this person's needs because, our riots here (which never happens almost) never has armed people.

Since when has there been a riot that had automatic weapons that the police could handle? Never. I wouldn't want to have to call in the Nat'l Guard just to deal with some pussies who don't know up from down that seem to have gotten their hands on heavy weapons.

In all respects, you could probably come up with something like that if you made Freeplay a missionscript.
