Ground Textures Blackout

Hey guys,

In both the vanilla version and when I use LA Mod, the ground textures are all blacked out except at bridges and overpasses and the white directional markers. I tried reinstalling it and still had the same problem. Also, the game lags horribly. Can anyone figure out the possible cause? I'll see if I can post some screenshots.
