FDNY does not use Opticoms. The system costs cities a few thousand dollars per traffic light. Also around $1,000 per vehicle. So fiscally is not worth it for most large cities.

The problem with not being able to buy any units is that the amount of free spaces are taken up at the beginning. All you have to do is sell some of the units that you don't want. Then you are free to buy the units you want.
