Can you add something that reminds of sandbox mode where everything is unlocked?

Hi I live in Denmark and i love the Royal Danish Lifeguards and it would be wonderful if someone could make a mod where you are at Amalienborg Palace. A little like US army mod where you just play there. And then you can recruit Lifeguards Is that an idea? I dont know how to make so i would love if someone made a mod like this Make your own ideas
