I like your first point and the point about the backdraft! It really is a challenge to lead your firefighters in such scenario. For the handcuff points, I think that having a police officer to arrest a person, violent or not, would suffice to restrain that person. Otherwise you can send the arrested person into a police vehicle.

I've experienced it before... sometimes looters will run out of the truck to escape after some time. If no one comes out, just divert this truck to clear the blocked road, and leave it there. Kinda like a bug.
