    Yeah,millions are realistic to start off since this is LA mod,LA is big,NY is big,Guangzhou is big,Beijing is big,Shanghai is big and so on require millions of dollars.

    The water cannon is effective but bad in a way.If the water canon makes rioters run back,they lose hp,then they come back as many times until the water cannon makes them fall to the ground and an ambulance is needed.

    Actually I have one in mind for the dispatch office,why don't we make a cellphone work in the game like GTA 4 and we can call the fire,ems and police with their emergency phone numbers.Like 110 will call police,120 will call ems,and 119 will call fire.
