i have the same problem. my opinion i think is the pathing issue. specially when people get stuck in front of a streetlight or some other object.

I also love the secondary lights option. the only bug i found i the people stopping in the middle of the street due to cars or a object in there way. I'm working around it. most part great job

How about this as a idea. A 911 hang up call and have it to a random call like a medical or a police dispute.
