Go to the em4 editor. Click modification->unpack -> click desired model. If that doesn't work than its double locked.

UPDATE \ An idle car is struck when a wreckless driver swerved off the road. The wreckless driver is still trapped inside the car. NO GUARANTEE THIS WILL BE IN THE MOD! Emergency 2014 is different from 911 first responders/emergency 4.

I think you start with less credits/money, callouts speed up, and life may drain faster. Im not sure about fire.
