    You have to change the average frequency value to make the events happen more often. I think a higher number means the event would be more frequent.

    It depends how quickly you want the vehicles to go. Just edit it then test it to see if it's how you want it.

    Open the unit.xml for the vehicle you want to edit and change the speed value. You will have to edit the freeplay one which is near the bottom of the page.
