    It's normal for it to freeze when loading the mod. It could take 10 minutes to load, so click on Load and wait. The mod should load.

    You can't get an English patch, but if you play the LA Mod then it will be in English.

    You might want to remove your email address from the post. I don't think Hoppah keeps old versions of the mod, and why do you want V1.8 and V1.9? What's wrong with V2.0?

    Instead of using DDS Converter, download and use Paint.NET. It is free and it can open .dds files so you won't need to convert them.

    The patch fixes the missions bug, download and install that. Don't press new campaign.
