The mods don't have readmes. They are called the SSF mod and the 11-99 enhancement mod.

It does look quite good but can you possibly post a better pic?

Basically use a paint program to open the .dds files of the vehicle you want to reskin and then reskin it.

Don't ask when things are going to be released and also don't post things in capitals because it looks like you're shouting

You have to use the group buttons to dispatch vehicles. 1 for fire, 2 for ambulance, 3 for police.
