Just left click on the helicopter and then right click on the building you want to evacuate. I've done it without having a profiler in there. -

He means after he has downloaded the file. You need to open the file with a rogram like WinRAR, extract the .e3mod file from inside the .rar file and then double click the .e3mod file.
