This is happening because of the screen resolution settings. Basically, the game is trying to use 1280x960 resolution and your monitor uses 1440x900.To fix, you need to open the file called em4.cfg with notepad. Once opened, find the part that says <var name="r_xres" value="1280" /> <var name="r_yres" value="960" /> Change the values to 1024 and 768 respectively. These values may mean a black outline may appear around the game, if you don't want this to happen change the values to 1440 and 900. These settings may cause a slight decrease in performance, depending on how powerful your computer is. If there is any issue with performance using 1440x900, use 1024x768 instead. You may find that you encounter some issues when trying to save the modified file. If you do, save the file to the desktop instead and then move it back to the game folder once saved.

In the base game files... Data -> Lang -> en -> Audio -> FX -> voices For me, the location is C:\Program Files (x86)\Sixteen Tons Entertainment\Emergency 4\Data\Lang\en\Audio\FX\voices but this will vary depending on which version of the game you have, and where it is installed. Once you have found the folder above, the files are in the "man" and "woman" folders. All the files are "command_#.wav" (# is a number in this case). Is that what you were looking for?

Ahh, got you. I may be wrong but can that not already be done? When you upload a file, in the second section that says add screenshots, can you not click on the image that you want to show as the preview thumbnail? It says something like "click to set main image".

Favourite mods will always vary depending on who is writing the list... I'm not sure that there's really much point to this topic. I mean, not all of the "mods" have even been released, and not every one will agree with your top 10.

I'm not completely sure what you mean... The downloads currently have a thumbnail image on the right hand side, are you after a bigger version of that image?

That generally happens with Intel Integrated cards. Seeing as you have a nVidia one as well, do you know of any way of switching between the two? I know that some systems allow you to select whether to use the integrated card or the dedicated one.

How much money are you willing to spend? Is the $300 that machine costs about where you're thinking?

If the team has any updates they want to share, I'm sure they'll post. You don't need to ask for updates.

I believe the option to like a post was disabled for standard users, hence it not working. Why? Current games available via steam can still be modded (provided there are mods available in the first place). The main game files can still be accessed too, if you know where to look.
