I get an FBI guy to run in and arrest the suspect. If he shoots the hostages and the FBI guy then I get a load of SWAT people with MP5s and shoot him. -

Highways Agency are mainly on the motorways. Could be a TEC vehicle. They use Range Rovers, Mitsubishi Shoguns and Nissan Pathfinders. There could be more these are just the ones I know. Good job on the Astra

Yes but surely if a fire hose with foam is possible then a fire extinguisher with foam is as well.
