    The all missions cheat works if you enter it ingame during a mission or something. It also seems to work on normal EM4 but not Deluxe for some strange reason.

    There is a submod somewhere for the LA Mod that replaces the EMS Crown Vic with an EMS Version of the Battalion Chief SUV. To reskin that you will either need to convert the skin into a file that paint can edit or get Paint.NET which can open .dds files.
