    It's not impossible to have a limited amout of water. The Winterberg mod has a limited amout of water so the hoses stop working unless you connect it to a fire hydrant.

    I don't see why there is a problem. As you said there have been a few New York Mods. They can't really stop you just because they have been working on a Russia mod.
