Mods not showing up in mods folder

Ohhhhhh thank you. I have 911FR but it says it is installing to em4. How do I change that? Thank you! -
Hello, I am trying to install FD command mod and when I install it in modinstaller, it says "Package Sucessfully installed", but when I get in game and go to 'mods' it isn't there. I have tried a couple other mods with the same result. Thank you!

Not completely sure, but I thought it might have said on the 'help billboard that the command post commands don't work or are bugged or something. Not sure but I thought I had seen something.

I think they are playing the v3 released to MERU members, but now they are not releasing any longer because someone posted it online for download or something like that.
