An R9 280 is amazing value. I don't think it's much different than the X version either.

Yes, great value, but don't forget you'll need a WiFi adapter, peripherals and a monitor, which will bring it up to about $520, maybe more. Still great deal, will max out GTA IV, just be careful as it doesn't like 2gb cards.

Not if you formatted it. Simple deleting maybe, but formats are a bit harder to reverse (to my knowledge)

What PC part should I upgrade for this game to improve performance?

You don't need to upgrade for EM4. The 7850 is a mid range card, although part of older architecture, that card can handle Bioshock Infinite. I happen to have an APU too, and yeah, they're not as good as CPUs but I believe it is not a hardware problem if your FPS is low. I don't believe an FPS of more than 30/40 is achievable on EM4, too -
By only enforcing misdemeanors surely you don't mean they don't investigate murders etc? Wouldn't that stretch the more federal of forces and state police thin? I think in rural areas a wide jurisdiction helps. I agree with you that some LEAs are a bit unorganised.

I did, as I was on my phone, sorry! The distance is 5km but of course they have powers when pursuing off limits. There is a piece of legislation, I think the Energy Act, that states if another Chief Constable, home office force or not, asks the CNC Chief for mutual aid they then automatically adopt that force's powers and jurisdiction. It is pretty cool to see how states vary their LEAs. Was really awesome to see that some coroners have police powers...

Woah, that's a big reply. Thanks for your time writing that out. :3 The link that theparanoid provided was actually pretty good too; I've now found that officers are basically still officers outside of their jurisdiction but it's called citizen's arrest

Thanks everyone for their answers, they really helped. But say a LAPD officer was on vacation in New York: do they have ANY powers at all? It may help if I refer you to the Civil Nuclear Constabulary here in the UK, who have NO powers at all outside of nuclear power plants and escorts of nuclear material.

After much googling, I still can't find an answer. Do: City police County Sheriffs State police etc Have jurisdiction outside of their primary areas? Not as in that's where they should patrol, but do, for example, LAPD officers have powers of off-duty arrest outside of LA?

It's very easy! Would you be okay with editing game files? If so: Simply disable events related to specific departments (you can mix and match) in the freeplay parameters.
