If you've edited game files, just reinstall the whole thing, or just delete both your London Mod and LA Mod and install them if you've only edited mod files.

I hate CPU-Integrated graphics, especially Intel. Worst company for Graphics. Consider a desktop upgrade?

Lag When Selecting/Controlling Vehicles

Whenever i select a vehicle-Medical and Fire and sometimes Police- the game slows up to a point of unplayability, meaning i have to deselect the units. This means it's impossible to do All Hands Calls quickly because the game dies when selecting 4+ units. Anything, guys?

Londom Mod is based on LA Mod, meaning the missions are already there. Like most mods, LA is used as a base to expand on, and it is rare a mod can take off from the main game. I believe transferring the files was unnecessary...?

Ok, try right clicking it, going to properties, Security, and changing your permission to Full Control, and then delete it.

Unless you replace the main files and replace them with modded i believe somehow, then you load it up automatically and can still switch mods.
