    Yes, NOOSE (National Organisation of Security Enforcement) acts as a SWAT team and is called in at a 4-star wanted level. They drive big black vans and carry heavy weapons and armor.

    The medical calls are generated by the game itself. That means that setting certain injuries at certain places isn't possible. (please correct me if I'm wrong, I saw someone else say it before)

    This is getting better with every screenshot. Also, the elevated train tracks look nice and totally don't seem to be right out of GTA IV

    I'm assuming you used Google Transfail Translate to do this, since it makes absolutely no sense at all.
