I did that with the swat officers too it was really cool and i dont know about you but the swat officers look alot cooler prone with the rifle then the fbi.

Actually it depends i have done this before and if you use the hospital or police helipad and place it on your map and put your arrow over it it should land on the helipad if you right click. I made a base like this once it was 5 square blocks with 2 gates that only emergency personell could get through. ( required some editing ) then i added a armory with fbi Sedans and unmarked Cv's and the limos. Then i added a heipad and a barracks. The place even had its own fire station. Complete with a Als ambulance and crash tender
