Where is paint.net tried the unpack and all that stuff too and its not working for me either

I added a model and was wondering how to edit it so that it isn't white any and all help is needed please. I copied this from NYC Mod V 1.01 and am giving credit to owner, however I can't figure out how to get the textures in the mod. HELP PLEASE

PLEASE HELP! I tried to upgrade my LA MOD police units and I can't. I tried copying into the mods/units/police folder, and the mods/models folder and neither one works. Could someone help immediately. PLEASE
