I have windows 7 and when I go to play emergency 4 the screen keeps flashing. I could still play but the screen just keeps flashing.

I have never tried modding on xbox 360 before and i want to install a crown vic police mod on GTA 4 on the xbox 360 but i have no idea how can sombody tell me how or give me a link to a tutorial video? -
Does anyone no how to fix this, when i go to my emergency 4 file theres nothing in it like mod installer somebody please help.
